CDI Organises Secondment of Bougainville Parliamentary Official

As part of its support for initiatives that enable Australian State and Territory Parliaments to assist Pacific Island Parliaments, CDI arranged the secondment of an officer of the Autonomous Region of Bougainville House of Representatives to the New South Wales Parliament for a period of four weeks to work in a committee secretariat administered by the Legislative Assembly. The purpose of the secondment was for the Bougainvillean parliamentary officer to gain first-hand experience working alongside his NSW counterparts on a committee inquiry and related projects.

Mr Donald Misang, Committee Officer with the Bougainville House of Representatives, undertook this placement very successfully, working in the secretariat serving the Public Bodies Review Committee as well as observing the work of several other parliamentary committees. During his secondment, Mr Misang also worked on the development of a draft committee manual for consideration by the House of Representatives when he returns to Buka. Senior NSW parliamentary officer Mr Les Gonye acted as mentor to Mr Misang during his work in Sydney.

The costs of this secondment were shared between CDI, the CPA and the NSW Parliament.

The Centre for Democratic Institutions (CDI) is a government-funded body that supports the efforts of new democracies in the Asia-Pacific region to strengthen their political systems. It provides training, technical assistance and peer support for parliamentarians and emerging leaders in Southeast Asia and the South Pacific, with a particular focus on Indonesia, Timor-Leste, Papua New Guinea, Solomon Islands, Vanuatu and Fiji.

The Australian Government established CDI in 1998. It is funded primarily by the Australian Agency for International Development (AusAID). One of the primary ways in which CDI works to promote democracy is through strengthening parliamentary governance and political parties. The Centre focusses on parliamentary and political party development, and conducts flagship training courses and policy-relevant research on these subjects.
