CDI's Continuing Support for the Bougainville Parliament & CPA Twinning Arrangements

At the invitation of the Speaker of the Autonomous Bougainville Government House of Representatives, Hon. Andrew Miriki MHR, CDI Deputy Director Quinton Clements visited Buka, Bougainville from 13 to 15 June 2009 to discuss CDI’s further assistance to the Bougainville Parliament, in particular the planning of an induction program for new MPs following the Bougainville elections scheduled for mid-2010.

As part of CDI's support for initiatives that enable Australian State and Territory Parliaments to assist Pacific Island Parliaments, Mr Clements was accompanied by Ms Lynn Lovelock, Clerk of the Legislative Council, and Mr Les Gonye, Clerk Assistant Committees, Legislative Assembly, Parliament of New South Wales. In facilitating their visit, CDI is supporting the Commonwealth Parliamentary Association (CPA)-initiated twinning arrangement between the NSW and Bougainville Parliaments.

They met with the Speaker, the Deputy Speaker, Hon Francesca Semoso MHR, the Clerk, Mr Robert Tapi, the Vice President of the Autonomous Bougainville Government, Hon. Ezekiel Masatt, and other Members and staff of the House of Representatives, to discuss areas for further cooperation between CDI, the NSW Parliament and the Bougainville Parliament.

The Centre for Democratic Institutions (CDI) is a government-funded body that supports the efforts of new democracies in the Asia-Pacific region to strengthen their political systems. It provides training, technical assistance and peer support for parliamentarians and emerging leaders in Southeast Asia and the South Pacific, with a particular focus on Indonesia, Timor-Leste, Papua New Guinea, Solomon Islands, Vanuatu and Fiji.

The Australian Government established CDI in 1998. It is funded primarily by the Australian Agency for International Development (AusAID). One of the primary ways in which CDI works to promote democracy is through strengthening parliamentary governance and political parties. The Centre focusses on parliamentary and political party development, and conducts flagship training courses and policy-relevant research on these subjects.
