ASPG Annual Conference 2009 - Pacific Islands Participation &
Parliamentary Secondment Program

CDI Deputy Director Quinton Clements, participated in the Australasian Study of Parliament Group (ASPG) annual conference at Parliament House in Hobart, Tasmania from 17 to 19 September 2009. The conference theme was The Changing Face of Parliamentary Opposition – Independents, Parties and Houses. A large group of Australian and New Zealand current and former parliamentarians, parliamentary officials, journalists and academics attended the conference, and CDI sponsored the attendance of two parliamentarians and two officers from Solomon Islands and Samoa to the ASPG conference. They were:

  • Hon. Isaac Inoke Tosika MP, Member for West Honiara & former Minister for Police and National Security, National Parliament of Solomon Islands;
  • Hon. Lufilufi Moefaauo MP, Member for Territorial Constituency of Anoama’a East & Associate Minister for Local Government, Legislative Assembly of Samoa;
  • Mr Noel Matea, Research Officer, Committee Secretariat, National Parliament of Solomon Islands; and
  • Mr Uitime Tala, Committee Clerk, Legislative Assembly of Samoa.

In facilitating the participation of the Samoan delegation, CDI is supporting the Commonwealth Parliamentary Association (CPA)-initiated twinning arrangement between the Tasmanian and Samoan Parliaments. Further, as part of CDI's ongoing support for initiatives that enable Australian State and Territory Parliaments to assist Pacific Island Parliaments, and in conjunction with the ASPG, CDI is sponsoring a one week attachment program for Mr Matea and Mr Tala with the Parliament of New South Wales directly following the conference.

Through this type of activity, CDI continues to support the ASPG in its goal of actively engaging with the parliaments of the Pacific. In 2006 CDI sponsored the attendance of delegations from Solomon Islands and Fiji at the ASPG conference in Wellington, New Zealand. In 2007 CDI sponsored the attendance of delegations from Papua New Guinea, Bougainville and Solomon Islands at the ASPG conference in Adelaide and the participation of two parliamentary officers in a two week attachment program with the South Australian, Commonwealth and ACT parliaments. In 2008 CDI sponsored the participation of two parliamentarians and two officers from Papua New Guinea at the ASPG conference in Brisbane and a two week attachment program for the parliamentary officers with the Queensland Parliament.

The Centre for Democratic Institutions (CDI) is a government-funded body that supports the efforts of new democracies in the Asia-Pacific region to strengthen their political systems. It provides training, technical assistance and peer support for parliamentarians and emerging leaders in Southeast Asia and the South Pacific, with a particular focus on Indonesia, Timor-Leste, Papua New Guinea, Solomon Islands, Vanuatu and Fiji.

The Australian Government established CDI in 1998. It is funded primarily by the Australian Agency for International Development (AusAID). One of the primary ways in which CDI works to promote democracy is through strengthening parliamentary governance and political parties. The Centre focusses on parliamentary and political party development, and conducts flagship training courses and policy-relevant research on these subjects.
