CDI Sponsors Parliamentary Financial Scrutiny Course

The Public Sector Governance and Accountability Research Centre at La Trobe University held its annual Strengthening Parliament - Parliamentary Financial Scrutiny Course/Study Tour from 11-22 February 2007. Sponsored by the World Bank Institute and the Commonwealth Parliamentary Association, the course was attended by 38 parliamentarians and senior officials from Ghana, Malawi, Nigeria, Tanzania, Indonesia, Laos, Pakistan, Sri Lanka, Papua New Guinea and Solomon Islands. The objective is to improve parliamentary oversight through parliaments' involvement in the budget process.

CDI sponsored a team from Papua New Guinea to participate in the course. The three participants were:

  • Mr Mac Pona Kawa, Deputy Auditor-General, Office of the Auditor-General;
  • Mr Simon Ila, Acting Deputy Clerk, National Parliament of Papua New Guinea ; and
  • Mr Charles Aopi , Chief Finance Officer, National Parliament of Papua New Guinea .

CDI Deputy Director, Quinton Clements, attended the course sessions at Beechworth from 14 to 16 February, and CDI also addressed the course participants at the ACT Legislative Assembly during their time in Canberra.

The Centre for Democratic Institutions (CDI) is a government-funded body that supports the efforts of new democracies in the Asia-Pacific region to strengthen their political systems. It provides training, technical assistance and peer support for parliamentarians and emerging leaders in Southeast Asia and the South Pacific, with a particular focus on Indonesia, Timor-Leste, Papua New Guinea, Solomon Islands, Vanuatu and Fiji.

The Australian Government established CDI in 1998. It is funded primarily by the Australian Agency for International Development (AusAID). One of the primary ways in which CDI works to promote democracy is through strengthening parliamentary governance and political parties. The Centre focusses on parliamentary and political party development, and conducts flagship training courses and policy-relevant research on these subjects.
