Indonesia DPR Secretariat Study Tour

As part of a continuing program of cooperation between the Indonesian Parliament (DPR) and CDI, a delegation of five senior officials from the DPR, headed by the Secretary General of the DPR, conducted a study tour in Australia from 22-31 March. The study tour focused on parliamentary reform processes and on Hansard practices in the Federal Parliament and the parliaments of South Australia and Victoria. The delegation comprised:

With the first direct election of the Indonesian President in July and changes to the structure and composition of the parliament, 2004 will be a big year for Indonesia. The DPR will be affected by these changes and so the delegation was interested in ideas for managing reform processes. The program with the Parliament of South Australia focused on the debate surrounding parliamentary reform, the roles and responsibilities of parliamentary committees and the administrative structures within parliament. The program with the Federal Parliament complimented what was learned and experienced in Adelaide with a stronger focus on Hansard practices, broadcasting of parliament and the research and information services provided to parliamentarians. With the Parliament of Victoria, the program focused on reform of the Upper House, IT services, Hansard practices and security.

The Centre for Democratic Institutions (CDI) is a government-funded body that supports the efforts of new democracies in the Asia-Pacific region to strengthen their political systems. It provides training, technical assistance and peer support for parliamentarians and emerging leaders in Southeast Asia and the South Pacific, with a particular focus on Indonesia, Timor-Leste, Papua New Guinea, Solomon Islands, Vanuatu and Fiji.

The Australian Government established CDI in 1998. It is funded primarily by the Australian Agency for International Development (AusAID). One of the primary ways in which CDI works to promote democracy is through strengthening parliamentary governance and political parties. The Centre focusses on parliamentary and political party development, and conducts flagship training courses and policy-relevant research on these subjects.
