In 1999, CDI developed an Indonesia-Australia Parliamentary Cooperation Program designed to assist the Indonesian Dewan Perwakilan Rakyat (DPR) in its democratic development. A key component of the program involves the exchange visit between senior officials of the DPR and the Australian Commonwealth Parliament. From 8-17 October 2003, CDI invited six senior parliamentary staff from the DPR to visit Australia. A program was developed by the Australian Parliament in association with CDI that aimed to provide the DPR with examples of options to improve the functioning of the institution. The focus was on the role and functions of the five departments within Parliament House, in particular the administrative support and services available to parliamentarians. The delegation was hosted at Parliament House by Mr. Ian Harris, Clerk of the House of Representatives, who was a member of the Australian delegation to visit the DPR in 2002 under CDI's Cooperation Program. The 2003 DPR delegation comprised:

Mrs I. Gusti Ayu Darsini, Assistant to Secretary General
Mrs. Nining Indra Shaleh, Chief, Bureau of Leadership
Mrs. Winantuningtyastiti Swasanani, Chief, Bureau of Internal Supervision and Planning
Mr. Subijanto Sudardjo, Chief, Bureau of Meetings

The Centre for Democratic Institutions (CDI) is a government-funded body that supports the efforts of new democracies in the Asia-Pacific region to strengthen their political systems. It provides training, technical assistance and peer support for parliamentarians and emerging leaders in Southeast Asia and the South Pacific, with a particular focus on Indonesia, Timor-Leste, Papua New Guinea, Solomon Islands, Vanuatu and Fiji.

The Australian Government established CDI in 1998. It is funded primarily by the Australian Agency for International Development (AusAID). One of the primary ways in which CDI works to promote democracy is through strengthening parliamentary governance and political parties. The Centre focusses on parliamentary and political party development, and conducts flagship training courses and policy-relevant research on these subjects.
