CDI Advises on Powersharing in Nepal
CDI Director Ben Reilly has been asked by the British government's Department for International Development to advise on powersharing formulas for Nepal. DFID's Governance and Social Development Resource Centre has contacted Dr Reilly, an international authority on post-conflict democracy, to advise on the main variations of the d'Hondt quota system for determining distribution of cabinet seats in Nepal, where the recent peace deal includes a provision for the sharing of government power between all major parties. In advising on this matter, Dr Reilly drew upon the record of powersharing agreements in other post-conflict states such as Fiji and South Africa to ensure inclusion of all significant political actors in deeply-divided societies.
