Building Political Governance Frameworks

Acting Director Michael Morgan drafts practitioner’s booklet for Pacific parliamentarians.

Michael Morgan has drafted the booklet, Building Political Governance Frameworks, for the UNDP Pacific Sub-regional Centre in Suva, Fiji, on how parliamentary strengthening will help attain the Millennium Development Goals.

Drawing on Morgan’s experience in parliamentary strengthening activities in the Pacific Islands over the past five years, the booklet identifies the major bottlenecks to effective lawmaking and representation in the Pacific, while providing practical recommendations for MPs, political staffers and NGOs to engage in proactive policy discussions on growth, poverty reduction and primary health care, for example. The booklet will be disseminated by UNDP and will also be available for participants in CDI’s parliamentary strengthening activities.

The Centre for Democratic Institutions (CDI) is a government-funded body that supports the efforts of new democracies in the Asia-Pacific region to strengthen their political systems. It provides training, technical assistance and peer support for parliamentarians and emerging leaders in Southeast Asia and the South Pacific, with a particular focus on Indonesia, Timor-Leste, Papua New Guinea, Solomon Islands, Vanuatu and Fiji.

The Australian Government established CDI in 1998. It is funded primarily by the Australian Agency for International Development (AusAID). One of the primary ways in which CDI works to promote democracy is through strengthening parliamentary governance and political parties. The Centre focusses on parliamentary and political party development, and conducts flagship training courses and policy-relevant research on these subjects.
